Signage & Line Marking SWMS — Common Questions

Do signage installers need SWMS?

Yes, when signage work involves working at heights (elevated signs), working near live traffic, or operating plant equipment (EWPs, cranes). Traffic management during signage installation is also classified as high-risk work.

Is traffic management covered?

Yes. Our pack includes a dedicated traffic management SWMS covering traffic control plans, lane closures, temporary signage requirements, worker visibility, and speed zone management — referenced to AS 1742.

What about thermoplastic line marking?

Our thermoplastic SWMS covers hot material handling, burn prevention, ventilation requirements for fumes, fire safety with heated equipment, and PPE requirements including heat-resistant gloves and respiratory protection.

Do I need a SWMS for signage and line marking work in Victoria?

Victoria is not part of the national WHS scheme, so it relies on the Occupational Health and Safety Act 2004 (Vic) and the OHS Regulations 2017 (Vic) rather than the model WHS Regulations. You still need a SWMS-equivalent for high risk construction work, such as line marking on or near a road, but the document must cite the Victorian OHS Regulations 2017 rather than the model WHS law.

Which signage and line marking activities legally trigger a SWMS?

A SWMS is required before high risk construction work as defined in WHS Regulations s.291, which for this trade can include line marking or sign work on or adjacent to a road or traffic corridor under s.291(n), elevated sign installation with a fall risk of more than 2 metres under s.291(a), and work where powered mobile plant such as an EWP is moving under s.291(o). A static wayfinding sign at ground level with no plant or traffic nearby may not be high risk construction work, so assess each job against s.291.

Is a SWMS needed for a small car park line marking job?

It depends on the work, not the job size. If the car park is an active trafficked area, the marking runs on or adjacent to a road, or an EWP is used for car park signage, that is high risk construction work under WHS Regulations s.291 and a SWMS is required before you start. A small private off-road car park with no live traffic or plant movement may fall outside s.291, so check the activities against the legislation.
