Do pool builders need SWMS?
Yes. Pool construction involves multiple high-risk activities including excavation (pools are typically deeper than 1.5 metres), crane lifts for fibreglass shells, confined space work inside pool shells, and working near underground services — all classified under WHS Regulations s.291.
Is fibreglass pool installation covered?

Do I need a SWMS for swimming pool construction in Victoria?
Yes, if the work is high risk construction work. Victoria is not part of the national WHS scheme, so instead of the WHS Regulations you prepare a SWMS-equivalent under the Occupational Health and Safety Regulations 2017 (Vic), backed by the Occupational Health and Safety Act 2004 (Vic). Pool work such as excavation deeper than 1.5 metres or confined space work inside the pool shell typically triggers this, but the document must cite Victorian law rather than WHS Regulations s.291.
Does a small residential backyard pool still need a SWMS?
A SWMS is required whenever the work is high risk construction work, regardless of whether the pool is residential or commercial. Most backyard pool builds still involve excavation in trenches or shafts deeper than 1.5 metres under WHS Regulations s.291(g) or confined space work in the pool shell under s.291(f), so a SWMS is usually needed. It is the nature of the activity, not the size of the job, that decides.
Which pool construction activities trigger a SWMS under s.291?
Common triggers on a pool build include excavation in trenches or shafts deeper than 1.5 metres under WHS Regulations s.291(g), work in confined spaces such as the pool shell under s.291(f), a risk of a fall of more than 2 metres into the excavation under s.291(a), and work in or near water with a drowning risk during filling and testing under s.291(q). Areas with movement of powered mobile plant, such as crane lifts for fibreglass shells, fall under s.291(o). A SWMS is required before any of these high risk construction activities begin.
