Do plasterers need SWMS?
Yes, when plastering involves working at heights of 2 metres or more — which is common for ceiling installation, stairwells, and upper-storey interiors. Working from stilts above 2 metres also requires a SWMS under WHS Regulations s.291.
Are fire-rated systems covered?

A SWMS-equivalent is still required for high risk construction work such as ceiling and upper-storey plastering, but the document must cite the Victorian OHS Regulations 2017 rather than the national WHS Regulations s.299.
Does working from plastering stilts trigger a SWMS?
Yes, if the stilts create a risk of a fall of more than 2 metres, which is common when setting cornices or finishing high ceilings, that is high risk construction work under WHS Regulations s.291. A SWMS must then be prepared before the work starts under s.299.
Is a SWMS needed for plastering a small residential renovation?
A SWMS is only mandatory when the plastering is high risk construction work defined in WHS Regulations s.291, such as ceiling or stairwell work with a fall risk of more than 2 metres, not simply because the job is small or residential. Ground-floor wall patching at low height may not trigger a SWMS, though a JSA or risk assessment is still good practice and the principal contractor may require documentation.
